I think I have it now, this is about South Korea communicating with North Korean people. Let us not forget that half the people of Korea are living under a brutal regime. It would make sense that they would communicate via shortwave radio. OSCAR satellites facilitate that (see previous post).
Those are the bright points(twinkling lights) of communication for North Korean people, not just to hear GG, but news of the rest of the world!
This song may be way more then a demonstration of GG's talents, but an appeal to North Korea to end their brutal regime!
I believe this may explain their passion for this song and why, for many including me, it is the most powerful song on the album. We have learned that GG can change the world, this may be another attempt. I hope they do.

I have searched for the meaning of OSCAR as well, and I have a theory that fits the lyrics. NOAA in the USA has a satellite named Oscar, and as a group, Girls Generation seemed to talk about outer space quite a bit. See here:

Since OSCAR is an acronym for Ocean Surface Current Analysis Realtime, it would seem to cover them spelling it out O.S.C.A.R.
I have not been able to discover if it visible from Earth, but it would fit with the "twinkling in the sky" if it is.

Thoughts?
