hey guys I need some help with this'You must be logged in and meet the minimum post requirement to access this area.' what am I suppose to do exactly?

Well, there are some areas which require a minimum number of active posts to be able to access them.
You just have to reach that number of posts replying to any thread in a "public" area. The Power of Nine or General Girls' Generation center are some of that "public" areas.
