ok. i think i know why you cant use the shout obx. its becasue you dont have 10 posts. However, don't referto your profile. Its not the "active post", check your side profile when posting in forums ^^ Hope i was clear enough in my explanation :P

Well, I dont know why it's not working. You should probably check out the Helpdesk section to see if anyne else is having the same problem. If not, just create a new thread and someone will maybe help you. I'm sorry I can't :(
