I think they want to make the whole thing out of cardboard... but cardboard is so stiff, I'll probably suggest using cardboard as structure then wrap paper around it or something lol.
I drew a double arch design... kinda. It's like the harbour bridge, trusses in the main arch and the deck of the road is supported by another arch haha. I think the main problem is joints as well D:

Haha yeah of course, in compression it'll just go floppy lol.
Just stick to the truss design and use as much cardboard as possible !

Yea... the problem is you cant put the whole structure in tension, some parts have to be in compression... a straight piece of paper sucks in compression >__>
There's no budget, everything is out of our expense =/
