ok, i changed it a bit so that the mouth doesn't look like the joker's mouth. tell me if it's ok now.
as to effects, i use a lot of brushes and textures. i just pile them on and mess around a bit until it looks about right.
take the sooyoung one for example. i used two brushes to make the white wispy effect and then i used one texture and changed the layer blend option. o
